ElevenLabs is the best AI voice platform for most creators and developers, and we rate it 4.0 out of 5 (provisional). Its Eleven v4 model sounds natural in more than 90 languages, and the same account covers cloning, dubbing, transcription, music and sound effects. Starter at $6 a month (at the time of writing) is the cheapest way into commercial use; Creator at $22 is worth it only if you need a Professional Voice Clone or about two hours of narration a month. The catches: every product draws on one credit pool, and your inputs and outputs are used for training unless you opt out.

A note on method: we have not run a long hands-on test of ElevenLabs for this review. It is based on ElevenLabs’ pricing page, documentation, changelog, blog and privacy policy, read between 10 and 20 October 2026, with prices re-checked on 20 October 2026. Under our editorial policy, a rating that rests on documentation alone is provisional and will be revisited after hands-on use. If you want setup steps rather than a verdict, our ElevenLabs tool guide walks through the interface.

ElevenLabs review: the short verdict

ElevenLabs has the widest voice product we have seen documented: text to speech, Instant and Professional Voice Cloning, Studio for long-form audio, dubbing, Speech to Text (Scribe v2), Eleven Music, sound effects and a platform for voice agents, all billed in the same credits. The vendor’s own claims for Eleven v4 are strong, though we have not benchmarked them. What keeps it from a higher score is budgeting and privacy: the credit system makes it hard to know what a month of dubbing or music will cost, and training on your data is on by default. We scored five criteria with equal weight.

CriterionScoreWhy
Output quality5Eleven v4 in 90+ languages with audio tags; vendor-claimed leaderboard lead (not benchmarked by us)
Ease of use4Clear web app, but one credit pool across many products makes budgeting confusing
Speed and reliability4.5Vendor cites ~100 ms median inference for v4 Turbo; concurrency limits rise with plan
Pricing and value4Cheap entry, but dubbing and music burn credits; no rollover on Free; credits lost on downgrade
Privacy and trust3.5Training on inputs and outputs by default; strong certifications; consent checks for cloning

The average is 4.2, which we round to a provisional 4.0. It could rise to 4.5 after hands-on testing.

What ElevenLabs does well

Voice quality and control. Eleven v4 and Eleven v4 Turbo launched on 28 September 2026 and support more than 90 languages (Eleven v4 announcement). You can steer delivery with inline audio tags such as [laughs] or [whispers], or describe the delivery in plain language, and v4 adds better IPA phoneme support for custom pronunciations. ElevenLabs says v4 is ranked first on Artificial Analysis’s voice leaderboard and was preferred by about 75% of listeners in blind tests; those are the vendor’s claims, not our measurements. Eleven Multilingual v2 is still listed in the models documentation as the most stable option for long-form narration.

Voice cloning. Instant Voice Cloning (Starter and above) builds a voice from a short sample. The v4 announcement says 10 seconds of audio is enough, while the cloning documentation still recommends 1 to 2 minutes of clean audio, so expect better likeness from a longer sample. Professional Voice Cloning (Creator and above) trains on 30 to 180 minutes of audio, requires a voice-captcha verification, and typically takes 3 to 6 hours to fine-tune.

Long-form and dubbing. Studio handles audiobooks, podcasts and narrated video as projects with chapters, per-paragraph voices and export to MP3 or WAV. Dubbing translates video or audio into 90+ languages from an upload or a pasted YouTube or TikTok link, with files of up to 2 GB and 180 minutes on the website. There is no lip sync.

Breadth for developers. The API covers text to speech, Text to Dialogue, Speech to Text with Scribe v2, voice agents (ElevenAgents) and Studio. Since 5 October 2026, Eleven v4 Turbo is the default voice model for new agents, and the 12 October changelog added audio effects such as reverb and background noise to the text-to-speech API (changelog). On 15 October 2026 ElevenLabs added Instant Soundtracks, which scores an uploaded video with original music and places sound effects at matching timestamps (announcement); the post does not mention pricing.

On 20 October 2026 ElevenLabs launched Eleven Realtime, two speech-to-speech models that each work as a complete voice agent instead of chaining speech to text, an LLM and text to speech. v1 Mini is aimed at low-cost conversation; v1 Max at support, lead qualification and tool-heavy, multi-step work. Both cover 90+ languages, run in ElevenAgents (pick a Realtime model per agent) and through a WebSocket-only Realtime API that follows OpenAI’s Realtime spec, so an existing OpenAI Realtime integration mainly needs a new endpoint and model name (announcement). ElevenLabs had not published Realtime pricing at the time of writing, and we have not tested either model.

Where it falls short

One credit pool for everything. Text to speech costs about 1 credit per character on Multilingual v2, but other products are priced per minute: Speech to Text 330 credits, Eleven Music 900, Voice Changer and Voice Isolator 1,000, and dubbing 2,000 to 10,000 credits per minute depending on whether you use automatic dubbing or Dubbing Studio and whether you remove the watermark. A Creator plan that buys about two hours of narration buys only about 40 minutes of watermark-free automatic dubbing.

Unknown cost of the newest model. We could not find the credit cost per character of Eleven v4 or v4 Turbo on the pricing page, the models page or the launch post. If you plan to produce at volume on v4, check your balance after a test generation.

Free is a trial, not a production tier. The free plan has no commercial licence, no voice cloning, watermarked dubs and a 2,500-character limit per generation on the website.

Credit rules punish downgrades. Unused paid credits roll over for two months, but downgrading or cancelling forfeits them at the end of the cycle, and Free has no rollover.

Dubbing Studio is in maintenance mode. The editable dubbing workflow (Dubbing Studio, v1) still works and still exports per-speaker tracks and subtitles, but automatic dubbing (v2) is the default and does not allow in-app transcript editing outside Enterprise and the API.

Training is on by default. See the privacy section below.

ElevenLabs pricing: what each plan buys in finished audio

Prices below are from the ElevenLabs pricing page at the time of writing (checked 20 October 2026), excluding tax. Annual billing costs ten months’ worth for twelve. Minutes assume roughly 1,000 credits per minute of speech on Multilingual v2, which is how ElevenLabs itself labels the plans.

Free$0-10,000~10 min-None-

Two other points matter. First, the per-minute price barely falls after Creator, so move up for features (seats, clones, concurrency, 44.1 kHz audio via API on Pro) rather than for a discount. Second, the pricing page often shows first-month promotions; on 20 October it offered Creator at $11 for the first month. Treat those as temporary, not as the real price.

Dubbing and other products

At 3,000 credits per minute for watermark-free automatic dubbing, each plan buys roughly: Starter 10 minutes, Creator 40, Pro 200, Scale 600 and Business 2,000 minutes a month, if you spend all your credits on dubbing. Dubbing Studio without a watermark costs 10,000 credits per minute, so Creator covers only about 12 minutes. Music at 900 credits per minute gives Creator about two hours of music; sound effects cost 200 credits per generation.

The ElevenLabs privacy policy, updated on 9 October 2026, says your inputs and outputs are used to research, build, train and improve its AI models. You can opt out in your account under Terms and Privacy > Data use, but the opt-out only applies to training after you switch it off. Data generated about your voice is kept for no more than three years after your last interaction unless the law requires otherwise, and personal information is transferred to the United States for storage. Business customers with their own contract are governed by that contract.

Cloning has consent checks: Instant Voice Cloning requires you to confirm you have the rights to the voice, and Professional Voice Cloning adds voice verification. The commercial licence starts on Starter.

On security, ElevenLabs announced on 16 October 2026 that it had renewed ISO/IEC 27001, 27701, 42001, 27017 and 27018, SOC 2 Type II, PCI DSS Level 1, Cyber Essentials and Cyber Essentials Plus, and added SOC 2 Type I for ElevenProductions and FedRAMP 20x Class A (certification renewals). That paperwork is stronger than most voice tools offer, which partly offsets the training default for business buyers.

ElevenLabs alternatives

  • Murf AI: better suited to video and training voiceovers with a timeline editor; see our Murf AI review, the ElevenLabs vs Murf AI comparison and the Murf AI tool page.
  • WellSaid: aimed at enterprise e-learning teams that want a controlled voice catalogue.
  • Google Cloud Text-to-Speech, OpenAI TTS or Azure AI Speech: cheaper per character for developers who only need an API and not the creative tools.

Frequently asked questions

Is ElevenLabs worth paying for?

For most people who publish voiceovers, yes. Starter at $6 a month (at the time of writing) adds a commercial licence, Instant Voice Cloning and about 30 minutes of speech a month. Creator at $22 is worth it once you need a Professional Voice Clone or about two hours of narration a month. If you only need a few minutes for internal use, the free plan is enough.

Is ElevenLabs free for commercial use?

No. The free plan gives 10,000 credits a month (about 10 minutes of speech) but no commercial licence, and free dubs are watermarked. The commercial licence starts with the Starter plan at $6 a month, or $5 a month billed annually, at the time of writing.

Which ElevenLabs plan is best for YouTube or podcasts?

For one or two short videos a week, Starter (about 30 minutes of speech a month) is enough. For a weekly long-form video or podcast, or if you want a Professional Voice Clone of your own voice, Creator at $22 a month gives about 121 minutes and one PVC. Dubbing eats credits quickly, so budget about 3,000 credits per dubbed minute.

Does ElevenLabs use my voice or text to train AI?

By default, yes. The privacy policy updated on 9 October 2026 says inputs and outputs are used to research, build, train and improve its models. You can opt out under Terms and Privacy > Data use in your account, but the opt-out only applies to training after you switch it off.

Do unused ElevenLabs credits roll over?

On paid plans, unused credits roll over for up to two months, capped at twice your monthly quota. There is no rollover on Free, and if you downgrade or cancel, unused paid credits are forfeited at the end of the billing cycle. Pay-as-you-go top-ups sit outside the cap.
